Transport enables people to actively participate in our society as citizens. 'Yet for some people, transport services are simply unaffordable', says the 2013 NCOSS, National Council on Social Security report on transport concessions in NSW. The report argues that NSW has a complicated 'mish-mash' of transport concessions and subsidies that do not always align with social policy objectives, and that some concessions are poorly targeted and some groups miss out. One of its recommendations is that eligibility for transport concessions be extended to all Health Care Card Holders. The report provides case studies which demonstrate how different population groups find cost is a barrier to them using public transport; these groups include people living in rural and regional areas,
