This essay describes a project sponsored by the European Commission and the Council of Europe designed to attractfundingfor the rehabilitation of the built heritage in the countries of South East Europe (the Balkans), as a contribution towards sustainable development and social cohesion in a region undergoing major transition. The description is set in the context of the Council of Europe's long-standing programme of Technical Co-operation and Consultancy. The project methodology and the results are summarised. These have important implications for international heritage management projects, and broad lessons for international initiatives within other disciplines.
