BNSF Railway is locked in another debate with Powder River Basin coal shippers, this time over who should pay for the cost of mitigating coal dust that escapes from open-top loads. The impetus for the debate: two costly 2005 derailments that BNSF says stemmed from coal dust mixed into the ballast [see "News," Trains, December 2007]. The wrecks tore up the "Joint Line," where most Wyoming Powder River shipments originate, stalling coal trains bound for destinations across the U.S.
