Clean air? Act!

I watched The Crown on Netflix last night, episode Act of God and enjoyed it. It's the fourth episode of Season 1 and for those that have not seen it, it's 1952 and the Met Office warn of weather conditions being ripe to contain the large volumes of emissions from home fires and vehicles, where people were encouraged to burn coal and travel to show that the UK was firing on all cylinders after the war. But the Government at the time, notably some older chap adding to the problem with a very large cigar, was not listening and simply saw the problem as an 'Act of God'.
