The Advisory Council on Clean Air Compliance Analysis (ACCACA or the Council) ofthe Science Advisory Board (SAB) has reviewed Agency draft documents prepared for the retrospective study of benefits and costs from 1970 through 1990 mandated under Section 812 of the Clean Air Act (CAA). The Council stressed the importance of providing both a sound quantitative picture of total costs and benefits attributable to the CAA and a sound qualitative picture of the state of knowledge regarding all the CAA's readily identifiable effects, whether or not they can be quantified. The Council stressed that quantitative measures of uncertainty should be presented whenever possible, and major sources of uncertainty should always be described qualitatively.
