The European Inventory of Existing commercial Chemical Substances (EINECS) lists all substances which were on the European Community Market between l January l97l and l8 September l98l. Substances on EINECS are known as 'existing' substances. The EINECS inventory was drawn up by the European Commission to meet the requirements of article 13 of Directive 79/83l /EEC [Council Directive 79/83l /EEC of l8 September 1979 amending for the sixth time Directive (EEC) 67/;548 on the approximation of the laws, regulations and adminis- trative provisions relating to the classification, packaging and labelling of dangerous substances. official Jourual of the European Communities, l979, L259.
