A National Spatial Planning Framework for England? Ⅰ - Context and need

The tcpa's Commission of Inquiry into England's development needs and priorities has been examining the need for a National Spatial Planning Framework (NSPF) for England. The Commission, established under the title 'A Vision for England's Future', decided that it will consider only the need for a strategy for England; and while this is the focus of this two-part article, too, the arguments presented might be equally applied in most cases to the preparation of a spatial planning strategy for the UK as a whole. Part I discusses reasons why there has been resistance to the idea of an NSPF and briefly considers the various documents that already exist covering parts of the country. It then outlines the reasons why an NSPF is needed and examines some of the problems which are currently receiving inadequate attention and which an NSPF might address.
