In Plans that Measure Up, the Tomorrow Series Paper published within Town & Country Planning last summer, six authors from the public, private and voluntary sectors discussed how to 'make planning fit for purpose at local and neighbourhood levels'. To quote selectively from their findings, 'Local Plans are more often aligned with the local planning authority's administrative boundary rather than with the coherent social, economic and environmental territories or communities that would make more sense in terms of spatial planning'. They recommended that development should be planned in terms of the eco-environment, which 'embraces geographically coherent territories such as river basins, valleys, and hill ranges'.
