Strangely when so little is being achieved - and the Brexit impasse continues as I write - this is, somewhere in its recesses, an unexpectedly radical government. Thanks to the Prime Minister's intransigence, the situation has exposed the great flaw at the heart of British democracy - the system is organised to achieve any two outcomes: the ability to do nothing about obvious abuses for decades, and then to ride roughshod over everybody else's opinions. But whatever the reason, over short-term prisoners, air pollution, and farm payments, Ministers seem to be prepared to think radically.
