'Free' public transport in German cities?

In mid February the German government suggested, in a formal proposal to the EU Commission, that free public transport in cities might be the solution to traffic congestion and the harmful NO_2 and particulate emissions from car exhaust - in Germany (and several other countries ) this exceed EU limits. The proposal was explicitly aimed at reducing private car usage by providing incentives rather than other approaches such as congestion charging that are seen as onerous by motorists.
