The 2010 Strategic Defence and Security Review (SDSR) was conducted against a very difficult and complex backdrop and, in criticising any aspect of it, I think we owe it to the government to say that. The general financial situation, the pressures already on the defence budget and the fact that we are in the middle of a prolonged and arduous counter-insurgency operation in Afghanistan are the main reasons for the difficulty. But to these must be added the fact that the future is most unpredictable at present.
