The world, on the whole, may be a rather more peaceful place than often reckoned: the incidence of inter-and intra-state conflict has steadily fallen since 2000, and what conflicts do occur are generally much less bloody than in the past. But this broad measure is scant consolation for the 1.5 billion people who still live in areas of conflict or chronic insecurity. Neither does this statistical nugget make the job of the policy-maker, tasked with securing peace in these areas of actual or potential war and conflict, any easier.
