Ⅲ. 2007-10: A NEW GOVERNMENT, A NEW BEGINNING

Following elections in 2007, the new political context that emerged had different implications for security-sector institutions. SSR had been initiated in a context of war by the SLPP government, which had little other choice - or wish - than to align its objectives with those of its closest international partner, and primary funder, the UK. When the APC came to power in peacetime in 2007, it inevitably took a different approach to the security sector, given its history of governing Sierra Leone as a one-party state before 1991, as well as the fact that it had not been part of the stabilisation process. Ultimately, many within the security sector experienced the change of government in 2007 as an escalation of political pressure.
