In a note dated 17 April 1934, the French government (later quoted in a 1944 article by Stefan Possony) stated that 'The armed peace is expensive; but war is even more expensive'. Such questions about the relationship between armaments and the outbreak of conflict, along with the role of arms control in averting arms races and avoiding such conflicts, were to receive ample attention during the Cold War; now they are once again both in vogue and essential. Arms Races in International Politics: From the Nineteenth to the Twenty-First Century, edited by Thomas Mahnken, Joseph Maiolo and David Stevenson, stands above other works on the same topic; it is a timely guidebook for answering a very contemporary question: is the world in 2016 witnessing another major arms race?
