According to Salem's first chapter, Aristotle's main concern in the Ethics is to identify what constitutes happiness or the human good, which is formaUy identified as "an activity of the soul in accordance with the best and most complete virtue, in a complete Ufe." According to Salem, phronesis is the legislating virtue par excellence as it enables the lawgiver to evaluate the self-understanding of the city against what is good for man simply.
