The Intercity Express Project limps forward with the specification changing regularly and the weight and complexity of each train creeping upwards as more and more complex requirements are added. Perhaps it will be another white elephant procured by committee and advised by expensive consultants, and delivered years late - such as many of the MoD's procurement projects, including field radios for troops and a new aircraft carrier (but with no planes to fly on it).
