Your 'Premier League' table of standard gauge railways (June) is something I've thought about and tried to rationalise over several years. I've concluded that at least 20 factors should be taken into account and that, to be in the Premier League, a railway has to meet a clear majority of them. These include less obvious items such as the extent of under-cover facilities for rolling stock, quality of workshop facilities, and the extent to which stock is displayed for public view in museums.
