Canada had been at war for 10 months. The Royal Northwest Mounted Police (RNWMP), expanded by 500 men in the August 1914, was again in need of good recruits. As one-year service terms expired, too many men were opting to take their discharge and join the colours. In Kelowna, B.C., 35-year-old fruit grower James Stewart Cather decided to apply to the Mounted Police and asked Hugh McCullough, manager of the local Bank of Montreal, for a personal recommendation. McCullough agreed and on June 21, he forwarded his letter and Cather's to Insp. James Ritchie, Adjutant at Depot Division. The bank manager stated that he had known Cather for four years; "He is honest and reliable," wrote McCullough, "rides and shoots well, besides being an accountant of sorts."
