摘要

At the present day the probability of emergence of regional and local con-flicts with employment of conventional weapons is quite high. In case of presence of maritime boundaries the opposing forces widely involve the Navy. In such cases the surface vessels will mainly strike the onshore facilities in order to destroy the industrial and military potential of the enemy. These changes in the strategy and tactics of Navy employment are reflected in the US Navy doctrine: «...new strategy represents fundamental diversion from conducting combat operations in the high seas and transition to the operations carried out from the sea». Modern ships first of all are intended to fight ships, that is why they are not really appropriate for such tasks. Naval artillery, traditionally used in such cases, which is nowadays equipped with mainly unguided projectiles, does not meet modern requirements due to: 1. high ammunition consumption for typical firing missions; 2. relatively low range of fire 3. ship staying within the engagement zone of the enemy's coastal defence assets.
