To meet the ever-increasing cyber threat to our nation's security, the U.S. Army and Department of Defense have invested heavily over the past decade in the rapid development of cyberspace and electronic warfare capabilities. A major investment to ensure these priorities can be sustained into the future is the transformation of a Vietnam War-era signal school at Fort Gordon, Ga., into the Cyber Center of Excellence (CCOE)-a modern academic training campus committed to the training, education, and development of highly skilled cyber, signal, and electronic warfare professionals. As a new generation of cyber defense plays out on a high-tech battlefield, CCOE is becoming its nexus, where 21st century cyber and signal capabilities are born. In 2017, through a rigorous qualification-based selection, the Savannah District of the U.S. Army Corps of Engineers (USACE) selected HDR to execute the master plan and design of CCOE. By partnering and collaborating with Savannah District-the CCOE transformation cell at Fort Gordon-the design team successfully master-planned the transformation of the high-tech campus. The master planning efforts went through three stages: defining the vision; identifying issues and challenges; and seeking solutions through mission- centric, function-driven planning and design.
