Design is a crucial factor in the traditional design-build partnership, but it becomes of paramount importance in a project like the recent renovation of the historic 84-year-old Luce Hall, a cornerstone of the U.S. Naval Academy (USNA) campus in Annapolis, Md. In this case, the procurement process challenged the design-build team to exceed design expectations, while the building itself provided many unique challenges. Built in 1920, the building marks the southwest corner of the main USNA yard. Over the years, however, layers of renovations had resulted in a jumble of less than fully functional spaces. In addition, significant upgrades would be required to accommodate today's technologically sophisticated educational environment while preserving the character of the building and the campus, which is a National Register Historic District.
