On Oct. 21, 2011, President Obama announced that all U.S. troops-with the exception of a small contingent to protect U.S. diplomatic facilities-would leave Iraq by Dec. 31, 2011. The decision was made after extended U.S-Iraqi negotiations over the status-of-forces agreement failed to produce an agreement.
