Strategic Siting Assessment, while centralising the short-listing of sites, keeps site specific assessment of discretionary criteria in the hands of the LPA and planning inspector, through the licensing process and EIA. This assessment would continue to consider existing planning guidance on the siting of nuclear plants on areas of flood risk. According to existing guidance, applications on sites of high flood risk would receive approval upon submission of 'suitable measures to provide resilience ... to manage likely risks',136 and due to its perception as environmentally sustainable 'essential civil infrastructure' would be excepted from the sequential test of flood risk.
