BRIDGING THE WATER LAW, POLICY, SCIENCE INTERFACE: FLOOD RISK MANAGEMENT IN SCOTLAND

The Flood Risk Management (Scotland) Act 2009 clearly represents an opportunity to alter fundamentally how flooding is perceived and managed in Scotland. As such, it goes much further than the strict legislative requirements of the Floods Directive, embracing the spirit of sustainable flood risk management at the catchment scale. It provides a framework that enables a flexible approach to be taken towards the management of flood risk: from hard engineering defencesrndownstream, through natural flood management measures upstream and within the catchment, to enhanced flood warning and tighter planning controls.
