The Environmental Protection Agency's acting assistant administrator for the Office of Chemical Safety and Pollution Prevention, James Jones, recently made it clear to the Government Accountability Office that the agency "will not be able to successfully meet the goal of ensuring chemical safety now and into the future" without reform of the Toxic Substances Control Act. What Jones didn't say, but should be obvious from years of relentless debate on both sides of the safety issue, is that even if TSCA were reformed tomorrow, combat over whether EPA is sufficiently or overly protective will continue, if not from here to eternity, at least for many years to come.
