The Enterprise Strategy Group's 150-page document, prepared under the chairmanship of engineer Eoin O'Driscoll, represents the first major review of Irish enterprise policy in more than a decade. When Forfas published it in July 2004, the strategy, which took 11 months to prepare, was almost universally acknowledged as an excellent blueprint for this country's economic growth and development over the coming years. But Forfas publishes lots of excellent strategies, which briefly hit the headlines, exhort the appropriate soundbites from politicians and then sit there and gather dust. As one industry group observed last month, implementation is the key.
