The Obama administration's proposal to cap U.S. greenhouse gas emissions and to auction all of the emission allowances that industry will need to comply with the cap would lead to 3.2 million lost jobs by 2030, according to an analysis performed by Charles River Associates for the Coalition for Affordable American Energy, a group of more than 180 industry trade associations led by the U.S. Chamber of Commerce.rnThe study, released Tuesday, also projects U.S. gross domestic product would fall by 0.3 percent in 2015; by 0.4 percent in 2020; and 0.7 percent by 2025. It further concludes the Obama cap-and-trade program, proposed in the administration's fiscal year 2010 budget request, would trim household purchasing power by more than $1,000rnper household in 2015 and by more than $2,000 per household by 2030.rnAllowance prices would hit $29 in 2015 and rise to $ 116 by 2030, the study concluded.rnObama throughout his campaign and into his presidency has called for auctioning all the allowances and using the revenues to fund a permanent extension of a payroll tax credit for low-and middle-income consumers, to fund clean energy deployment and other public benefits.
