In a surprisingly aggressive bid for leadership on the nuclear safety ndebate spurred by the Japanese reactor crisis, Russian offcials last week nproposed new binding international safety and emergency response stan-ndards for all countries with commercial nuclear reactors that would re-nquire, among other things, a far larger federal government role in dealing nwith serious nuclear accidents.
