A murky appeals court decision appears to have thrown an unlikely wisp of hope to Cape Wind’s effort to save vital power purchase contracts underpinning the offshore wind project, with the court rejecting claims by Boston-based util­ity NSTAR that the contracts are a dead letter and thus pending litigation over them is moot.
