Republican lawmakers sketch out legislative strategy to block CPP

Stepping up their efforts against the cen­terpiece of President Obama’s sweeping climate change agenda, Senate Repub­licans last week floated legislation that would allow states to ignore looming reg­ulations to limit power plant carbon emis­sions if they demonstrate the rules would cause them harm, while a senior House Republican has released a draft bill that also would delay the rule’s implementa­tion until legal challenges work their way through the courts.
