Massachusetts offshore wind can cut costs with long state backing—study

With the Massachusetts legislature poised to take up an omnibus energy bill that likely will back a large offshore wind program, a new study says state support for 2,000 megawatts of arrays would provide the scale, visibility and certainty that developers need to drive down costs of the now pricey renewable resource to competitive levels within the next decade.
