Combined heat and power (CHP) plants are inherently efficient because they produce useful heat as well as electricity. They can contribute to carbon emission savings even if they use fossil fuels.rnThe government has a target to install 10.000MW of CHP electrical capacity by 2010. But statistics show that growth in CHP capacity has stalled and the target will not be met without substantial new incentives.rnTotal capacity has hovered around 5,400MWe since 2004 -and this figure includes mothballed plants. 77 plants with a capacity of 69MWe were out of use in 2007.
