DAC Peer Review of Italy: 28 September 2004

This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Sweden and France for the Peer Review meeting on 28 September 2004. The principal issues covered were: ⅰ) the significant challenge presented by the current commitment to more than double Italian ODA by 2006; ⅱ) the need for appropriate legislative reform; ⅲ) the requirement for a clearer sense of development strategy (including approaches to policy coherence and the Millennium Development Goals, the assignment of authority for development at a more politically involved level, an increased level of public dialogue); and iv) the potential to realise significant effiency gains (including improved collaboration and co-ordination at all levels; compliance with harmonisation principles; long-standing issues of personnel capacity and management; and the establishment of a routine system of performance feedback for aid programming).
