Unfortunately one can't legislate for creativity: higher education managers cannot will it into existence any more than broadcast executives. There is no simple formula either to make movies or make students into movie makers. You can't bottle talent - if you could, someone would be richer than Bill Gates. Nevertheless there seems to be a certain remarkable alchemy at work that does foster creativity, if recognition of the kind given by the RTS is anything to go by.
