USTR Concerns Include Mobile Termination Rates, Standards

The Office of the U.S. Trade Representative has released its 2005 annual section 1377 review of U.S. telecommunications trade agreements, singling out the Mexican and Japanese markets as particularly troublesome and highlighting anticompetitive trends that occur in many countries. Under section 1377 of the Omnibus Trade and Competitiveness Act of 1988, the USTR compiles and analyzes comments from carriers and others, generating a report that identifies barriers facing telecom service providers seeking to compete in foreign markets. The report is used as the basis for market-opening efforts and enforcement of trade agreements.
