FCC's DTV Education Proposals Garner Negative Reviews from All Sectors of Industry

The FCC's recent proposals for educating consumers about the digital television (DTV) transition have met virtually unanimous criticism. Requiring carriers that participate in universal service programs to educate all their subscribers about the DTV transition would be a costly undertaking that would not efficiently reach the target audience, while confusing many of those who do receive the information, wireline and wireless carriers said. Meanwhile, cable and satellite TV providers said that requiring them to undertake on-air DTV education is unnecessary, would not reach the over-the-air viewers most in need of the information, and would entail a variety of practical and technological hurdles.
