The FCC's Media Bureau has granted three-year waivers of the Commission's ban on integrated security in set-top boxes to Motorola, Inc., Cisco Systems, Inc., Pace Americas, Inc., and Thomson, Inc., for certain "low-cost, limited capability" set-top boxes, based on the waiver process established by the Commission in a June order addressing a similar waiver request by Evolution Broadband LLC.rnIn a memorandum opinion and order released Aug. 25 in files CSR-8175-Z, 8176-Z, 8177-Z, and 8178-Z, the bureau rejected concerns by Public Knowledge that software upgrades could alter the capabilities of the boxes in question, adding that hardware modifications could alter the capabilities of the boxes but that such modifications would effectively create different devices that would require their own waivers.
