Senate Commerce, Science, and Transportation Committee Chairman John D. (Jay) Rockefeller Ⅳ (D., W.Va.) and ranking member John Thune (R., S.D.) have unveiled a proposal that could end standoffs and blackouts related to broadcast TV retransmission negotiations with pay TV providers by allowing broadcasters to set their own a la carte prices for their channels. The proposal, which the committee calls LOCAL CHOICE in a two-page summary of the measure, would still allow local TV broadcasters to demand "must-carry" arrangements, under which cable and satellite TV providers must deliver the broadcast signal to their subscribers but the broadcasters receive no payment.
