FCC Establishes Review Process For STIR/SHAKEN Revocations

The FCC has established a process for reviewing decisions of the industry STIR/SHAKEN Governance Authority to revoke digital tokens needed for exchanging traffic under the STIR/SHAKEN caller ID authentication framework, to the extent that such revocations would render a voice service provider out of compliance with FCC's STIR/SHAKEN implementation rules. In the third report and order adopted in WC dockets 17-97 and 21-291 at its Aug. 5 meeting, the FCC also imposed a 180-day internal shot clock on the agency's review of such decisions by the STIR/SHAKEN (Secure Telephone Identity Revisited/Signature-based Handling of Asserted information using toKENs) Governance Authority. The review process is modeled on the Commission's procedures for the Wireline Competition Bureau to review decisions of the Universal Service Administrative Co. "This process would ensure all providers receive due process before they are made noncompliant. The order would establish a voice service provider can file a request for review in the Commission's electronic comment filing system within 60 days of exhausting the Governance Authority's formal appeal process," a staffer from the bureau's Competition Policy Division explained in presenting the item at the meeting.
