The European Regulators Group (ERG) will publish a position paper in November on bitstream access, a particular type of DSL service available to alternative carriers using a portion of the incumbent's infrastructure. The position paper will serve as an important guideline for national regulatory authorities (NRAs) across Europe in establishing a precise definition of, and the regulatory parameters for, bitstream. In particular, it will define precisely where in the network DSL traffic is handed over from incumbent to new entrant. Bitstream access, a compromise between an alternative provider offering services wholesaled from the incumbent on the one hand and full unbundling on the other, is now seen as the most effective way to bolster DSL competition at the wholesale or semi-wholesale level.
