Commissioner Michael Copps said the FCC needs to make solving the digital divide a highnpriority for its broadband plan. It will take vigilance to ensure that vulnerable groups such asnresidents of tribal lands and people with disabilities aren't forgotten in the push to spreadnbroadband, Copps said at a Practising Law Institute conference. Strong open Internetnprinciples are crucial, he said, praising Chairman Julius Genachowski's proposal to codify andnadd to the current principles. "Anyone looking to creating new opportunities and build digitalninclusiveness ... should be on board with this effort," Copps said. In an allusion to thendisagreement in the minority community about net neutrality, he said it "would be a lostnopportunity of huge proportions for diversity champions to become doubting Thomases when itncomes to preserving the bedrock of Internet openness." To get the proceeding "done right,"nCopps said, "we will need a truly united front of open Internet advocates."
