STIMULUS AGENCIES GET PLENTY OF SUGGESTIONS FOR CHANGING PROGRAM

The NTIA and the RUS received many proposals for rule changes as they prepare for thensecond and final round of broadband stimulus funding. In comments on the agencies'nNovember request for information, broadband providers and others pointed to a large numbernof problems in the first round that they said discouraged participation or colored results. ThenNational Telecommunications Cooperative Association asked the agencies to delay the startnof the second round until March. "NTCA appreciates the time constraints imposed on NTIAnand RUS, but there are known flaws in the process that will take some time to thoroughlynaddress and potential other issues that are unknowable until the first [round] is further along."
