FCC scholar-in-residence Stuart Benjamin defended statements he made about spectrum regulation before joining the commission. Rep. Greg Walden, R-Ore., has been sharply critical of writings by Benjamin. 揥e are best off moving toward spectrum flexibility, toward having flexible uses of the spectrum so that people can determine what services they want,?Benjamin said on an episode of C-SPAN's The Communicators to air this weekend. He said he was presenting his position, not the FCC抯. Decisions about spectrum should be made 揻rom the ground up?and not by the commission, Benjamin said. 揑t may very well be that people would choose broadcasting. It may be they would choose something else. My own view is that should happen and we should let whatever it is people want arise. The point of the article was we aren抰 there because we now have spectrum dedicated to various services and I think that抯 a mistake.?The FCC thinks that long term, 搘e need to get to a position where we have lots of available spectrum" for "the services that we抳e come to expect and associate with things like broadcasting,?he said. 揥e抮e not going to force any broadcasters off the air. It抯 going to be a voluntary program.?
