Innovation policies and technology management in Asia: Lessons learnt and future challenges

Innovation and technological progress are inextricably intertwined with economic development. In many countries, governments play a key role in driving technological progress and in fostering an environment for innovation by providing the infrastructure and determining a set of science and technology policies to facilitate the development and/or the absorption of technology creation capabilities. The technological challenges faced by economies at different stages of economic development are different. Economies that are well endowed with primary resources may initially pursue a factor-driven growth strategy that emphasizes efficient production. At this stage of development, technological progress can come about through technology transfer and moving up a technology ladder. As the technological gap with the growth leaders closes, the focus must shift towards the development of innovation capabilities to create competitive advantages.
