Kapor (1996) poses the question: 'What is design?" He then proposes that design is a form of synthesis 'where you stand with a foot in two worlds-the world of technology and the world of people and human purposes-and you try to bring the two together'. The role of the designer is 'a champion of the user experience'. While this idea was motivated by information system design, Kapor recognizes that many design disciplines-including architecture, graphic design and industrial design-are 'concerned with making artefacts for human use', and this definition also has resonance for public policy artefacts that are designed and implemented by governmental agencies.
