Nuclear Threat Reduction: Cooperating in Troubled Times

The Russia that emerged after the break-up of the Soviet Union was beset by corruption, chaos and economic collapse that spilled into the nuclear sector, and Washington and Moscow recognised a common interest in securing the Cold War legacy of thousands of nuclear warheads and hundreds of tonnes of fissile material. Cooperative programmes since then have yielded both significant successes and disheartening setbacks. Russia's resurgence as a dynamic and confident power, the prospect of a new American administration, and changing international attitudes toward nuclear power suggest new opportunities for cooperative efforts on nuclear non-proliferation. But US-Russian relations are undoubtedly strained of late, and this strain will pose an added challenge to moving those efforts forward.
