The Indian Ocean sub-regions face different maritime threats and challenges, and developing a security mechanism in the broader IOR is a challenging task because states tend to pursue traditional security on a priority basis and there is little hope that a security cooperation mechanism can be developed. Although there is power competition among regional states and extra-regional powers in the IOR, the region is important to enhance economic security, energy security and food security. Economic interdependence can provide incentives to build greater cooperation, but there is a need to institutionalise such cooperative mechanism on a long-term basis.
