More than 1/3 of state regulators want to change or kill the Missoula Plan for reforming intercarrier compensation. Comments filed last week with the FCC fell into 2 categories: (1) "Early adopter" states already reforming access charges, raising consumer costs - and unwilling to do so again; (2) "Payer" states, where carriers put more into the universal service fund than comes back. These often are urban states with fewer rural LECs, and they see more payouts as unfair.
