LOS ANGELES - The federal government shouldn't pull rank on state regulators in regard to the National nBroadband Plan, utility commissioners said as they debated the plan at NCTA’s annual show. Connecticut's De-npartment of Public Utility Control at first was quite happy with the broadband plan, said commissioner Anthony nPalermino. “We have almost 95 percent build-out and saw only some small problems that we could probably deal nwith based on the money that looked to be coming from the federal government," Palermino said. "We understood nsome jurisdictional issues to work out, and the biggest one we looked at was the natural tendency of the industry to nwant a single set of rules and regulations that would apply to them.” Such regulations would probably push toward na stronger federal influence over broadband, and over the plan, and tend to curb the state's power, he said. “But, that nwe balanced off with that fact that we’d be controlling the federal money that was coming into play,” he added.
