In a city with an elevation below sea level, vulnerable to floods and natural disasters, city leaders and emergency managers in the Orleans Parish Communication District (OPCD) are especially focused on maintaining the highest standards of emergency communication and response coordination. OPCD provides and administers the E-911 system for the City of New Orleans. The boundaries of the City of New Orleans and Orleans Parish are coterminous, and encompass 350.2 square miles, 51% of which is land. The city's population is nearly 370,000, and emergency call volume is one million per year. OPCD is responsible for routing New Orleans' emergency calls to Police, EMS and Fire personnel. The system that was in place when Hurricane Katrina hit had to be updated thoroughly to more efficiently manage calls, automate information flow, connect applications, achieve optimum response times and remove silos of responder information.
